DULUTH, MN (KDAL) - The St. Louis County Public Health and Human Services Department is working to count the unsheltered homeless people on Wednesday night. The survey does not include homeless who are staying in a shelter or living with someone else. Being counted are those who spend the night in a place not meant for human habitation, that includes living in a car, abandoned buildings, storage units or campgrounds. The count will determine how much money and resources the county will get to fight homelessness.
