DULUTH, MN (KDAL) - St. Louis County Attorney Mark Rubin indicates in a letter to the media that the Catholic Diocese of Duluth has agreed to change its procedures in reporting sex abuse by clergy in the future. Rubin says the Diocese did not promptly report the alleged sexual abuse by Father Cornelius Kelleher because the victim requested privacy. That incident can't be prosecuted since it occurred beyond the statute of limitations. Rubin says his office respects the rights of victims to remain anonymous but it's also their obligation to seek accountability for criminal behavior. Rubin says Diocese officials now realize that any allegations need to be reported to law enforcement even when the victim's name is not divulged.
