DULUTH, MN (KDAL) - Duluth City Council President Linda Krug will call a special meeting for next week to discuss how to deal with a voting error that resulted in the appointment of Joel Sipress to fill the vacant seat in the 2nd District. In order to break a deadlock in the voting between Sipress and Kathy Heltzer, the council used what they thought was rank choice voting. According to information received the following day from experts on rank choice voting, that process was not correct and Sipress and Heltzer should have remained tied after the vote. The special meeting will be called to reconsider the appointment and discuss what should be done to break the tie.
