PINE CITY, MN (KDAL) - The second day of the trial of Duluth Police officer Richard Jouppi was abruptly halted Tuesday when the Pine County Government Center and all the courtrooms were evacuated. Six envelopes containing an unknown white powder were delivered to the center. The envelopes were isolated at two locations in the center and about 200 employees and visitors were evacuated as a precaution. No written threats were included with the envelopes. A HAZMAT team from St. Paul is now working to figure out what the substance is. The FBI is also assisting in the investigation. Meanwhile, the Government Center has reopened and the trial continues.
