ST. PAUL, MN (KDAL) - Minnesota Governor Mark Dayton and leaders of the State House and Senate have reached an agreement on a state budget for 2014-15. In a news conference on Sunday, House Speaker Paul Thissen says the plan balances the budget and achieves long term structural balance without any gimmicks. The plan provides 400 million dollars in property tax relief and raises taxes for the top two percent of wage earners. It also closes some tax loopholes and bumps up the tax on cigarettes.
