WASHINGTON, D.C. (KDAL) - 8th District Congressman Rick Nolan is joining the other 4 Minnesota Democratic Representatives in co-sponsoring legislation that would help to prevent future spikes in gasoline prices due to refinery maintenance. Nolan says sharp jumps in gas prices at the start of the tourism season has become a ritual and is often blamed on several refineries that shut down at the same time. The legislation would require refineries to report their maintenance schedules to the U-S Energy Department and if they don't stagger those closings, the Department of Energy would have the authority to step in.
