DULUTH, MN (KDAL) - Stephan Ballard of Duluth was injured in a car crash in July of 2011 when a drunk driver crossed the center line and ran into his vehicle. Ballard is now suing the City of Duluth and the management of the Enger Park Golf Course for serving alcohol to an obviously intoxicated man. The suit says that Robert Chesser had a blood alcohol level of .22, which is two and a half times the legal limit. Ballard who suffered a broken ankle, broken wrist and a head injury in the crash is looking for 50 thousand dollars in damages.
