DULUTH, MN (KDAL) - A Federal Magistrate ruled on Monday that the new Duluth ordinance requiring those selling synthetic drugs to have a license is not unconstitutional. The owner of the Last Place On Earth and his attorney had filed a request for a preliminary injunction against the ordinance on the grounds that Carlson would need to incriminate himself in order to get a license. The store has suspended sales of the synthetic drugs since the new law went into effect last Thursday.
