St. Paul, MN (KDAL) - A frac sand moratorium bill made a slight advance in St. Paul on Tuesday. The measure is designed to give the State, Counties and Cities to come up with regulations concerning one of Minnesota and Wisconsin's fastest growing mining options. All that sand is being used to drill for oil in North Dakota and elsewhere. The measure is more than a little controversial as it pits citizens and land owners against the new mining companies in Northwestern Wisconsin and Southeastern Minnesota.
