ST. PAUL, MN (KDAL) - Minnesota Governor Mark Dayton will deliver his State of the State Address at 7 p-m Wednesday in the Capitol.  Although it is doubtful that any new initiatives will be announced, the Governor is expected to try and persuade the legislature and the public about the advantages of his proposed budget plan that includes tax and spending increases.
