DULUTH, MN (KDAL) - Temporary lane restrictions and speed reductions  begin Monday on Highway 53 between Cook and County Road 652 as blasting and grading work begins on the four lane expansion.  This third and final stage of the project will be completed in the summer of 2014.  The project between Virginia and Cook involves 20 miles of expanding Highway 53 to four lanes.
