DULUTH, MN (KDAL) - Heavy wet snow and above freezing temperatures makes spring snow plowing a bigger challenge than it is in the winter. Duluth City maintenance staff says many gravel alleys have become very soft and plows can do significant damage when trying to clear the snow. St. Louis County is having similar problems and is unable to plow some gravel roads because their heavy equipment can sink into and damage the roadbed. City staff is also reminding residents to follow alternate side parking and keeping trash cans out of the roadway.
