DULUTH, MN (KDAL) - The Duluth Parks And Recreation Department is sponsoring a Halloween Party for young children at the Duluth Heights Community Center at 33 Mulberry Street.  A costume contest on stage will be followed by a healthy treat and games that parents can play with their kids.  That event is from 9 to noon Wednesday morning.  Trick and treating families can stop by the Heritage Sports Center from 5 to 6 p-m for treats, games, face painting and a costume parade.  There will be free public skating will follow.
