Duluth, MN (KDAL) - A failed Duluth police officer is most likely out of a job. Yesterday at a press conference Police Chief Gordon Ramsey said his department had done everything it can to make sure that thirty-five year old officer Richard Jouppi never wears a badge in town again. Jouppi is the policeman who was caught on tape beating a drunken man in a wheelchair as he was being booked into detox.
Jouppi has the right to appeal the decision and is being represented by the Duluth police union in accordance to the contract officers have with the city.
