Duluth, MN (KDAL) - Duluth Police Officer Richard Jouppi pleaded not guilty at a court hearing yesterday.  He faces charges of disorderly conduct and assault in connection with a disturbance at Duluth's Detox Center back on September 21st.  He is shown in a video hitting a drunken Anthony Jon Jackson while he was in a wheelchair.

Jouppi is on administrative leave.
