Duluth, MN (KDAL) - Duluth's jobless rate is down.  Numbers from November show the unemployment rate declined from five point six percent to five point two percent.  That was not the case in greater St. Louis County where unemployment was up.

The highest percentage of people without work live in Grand Rapids in Itasca County where the unemployment rate is approaching double digits.
