DULUTH, MN (KDAL) - Once again a Federal Judge has ruled in favor of free speech at the Bentleyville Tour of Lights in Duluth.  The Duluth News Tribune reports that District Court Judge Michael Davis  ruled Wednesday in Minneapolis that lay preachers Steve Jankowski of Duluth and Peter Scott of Hibbing have a right to testify inside the park and not be limited to a City of Duluth named "First Amendment Free Speech Area" located near the parking lot.  A court order last year also allowed the preachers to be inside the park.
