ST. PAUL, Min. (MNN) -  As major budget-cutting bills move towards floor votes in the Minnesota House and Senate this week, Republicans and Governor Dayton continue wrangling over tax increases -- and over the House GOP's plan to restructure health and human services programs in Minnesota.  Republicans are touting how early in the session the budget issue is being addressed.  Democrats are questioning the numbers Republicans are using to balance their budget.
