(St. Paul, MN)  --  Tax relief and flood prevention are on the docket at the Minnesota Capitol today.  Senate Republicans unveil their tax bill today.  They've said there will be no increases but Democrats are predicting significant cuts in state aid to cities and counties which they warn will drive up property taxes.  House Republicans unveiled details of their tax bill earlier and it includes relief for low- and middle-income Minnesotans, but Governor Dayton says the biggest breaks go to the wealthy.  Meanwhile there's public testimony all day on House Republicans' health and human services budget bill.  This afternoon, a House panel debates a proposed 55-million-dollar bonding package for flood prevention projects -- and tonight there's a hearing on the Senate's version of that bill.
