Minnesota's Republican senators released a budget outline Thursday that will help fill the state's five-billion-dollar deficit.  Areas hardest hit include social service programs, state agencies, public colleges and universities and aid for local governments.  The overall budget spending level is set at roughly 34-billion for the 2012-13 biennial budget.  Party leaders say the targets show Republicans won't accept state tax increases sought by Governor Dayton.
