Republican lawmakers in Minnesota this week will release a general outline on how they plan to balance the state budget.  Unlike Governor Dayton's detailed budget plan released last month, the so-called "budget targets" will show the maximum amount of spending that Republican leaders will allow in areas such as K-12 education, health and human services and state aid to cities and counties.  Democrats say, keep an eye out for tax increases masquerading as fees.
