MADISON, Wis (WRN) - Defeated Wisconsin Supreme Court candidate JoAnne Kloppenberg has forwarded recommendations to the Government Accountability Board.  She commented Tuesday during a press conference in which she announced she will not seek a judicial review of her election loss to Justice David Prosser. Among the Kloppenberg recommendations are improved ballot security, more training for clerks and volunteers, and making the office of County Clerk nonpartisan. Still, Kloppenberg stopped short of laying all the blame for problems in Waukesha County on the clerk there. She described county clerks and poll workers as hardworking, but says there needs to be more training, with standards that are easier to understand and implement. She says all clerks should be required to use the same software to tally results, and to account for the number of unused ballots, something not currently required.
