ST. PAUL, MN (KDAL) - Minnesota Governor Mark Dayton and GOP legislative leaders failed to reach an agreement on how to close a five billion dollar budget gap on Thursday.  As of midnight Friday morning, non essential state government has shut down.  Although many state government agencies are closed, state disaster and emergency services and the state patrol and food stamp services will continue during the shut down.
