Wisconsin is 18th and Minnesota 35th in the nation when it comes to the quality of public schools.  That's the finding of Education Week's annual "Quality Counts" report.  Wisconsin's overall grade was a "C-plus" and Minnesota got a "C".  To arrive at the ratings, the report looks at school standards, student achievement, school financing and other factors.  The highest-ranked state was Maryland, followed by Massachusetts and New York.  The lowest-rated state was Nebraska, although the District of Columbia came in at 51st-place.  No state received an "A."
