Minnesota's deficit problem has taken a turn for the better.  A new state forecast released on Monday shows the likely budget hole for the next two years is five-billion dollars - down from the six-point-two billion previously forecast.  Revenue officials credit a rebounding economy for the improvement.  Despite the good news, the governor and state lawmakers still have a gaping hole to fill.  Governor Dayton says higher tax rates on upper income Minnesotans can help close the gap - but legislative Republicans have said a flat "no" to his proposal.
