UNDATED (MNN) - High water is slowly leaving the Red River Valley in northwestern Minnesota.  While levels are still very high, travel is improving.  The Red River is dropping below major flood stage Friday at Drayton, North Dakota  --  and by Sunday, the same will likely be said for the cities of Fargo and Moorhead.   In the northwestern Minnesota town of Oslo, city hall says crews have been able to open roads in and out of town  --  including Highway-54 into North Dakota, which now is safe for travel.  But there are still a few days to go before the Red River dips below major flood stage at Oslo.
