ST. PAUL, Min (MNN) - A bill that would change the state's laws on gun permits and the right to use deadly force gets a hearing in a House committee today.  It creates a presumption that anyone who forcefully or stealthily enters a home intends to cause harm, so deadly force as self-defense is allowed.  Proponents say it lets law-abiding citizens stand their ground.  Those opposed say it would allow deadly force even when unwarranted.  The bill would also require that Minnesota recognize gun permits issued by other states.
