ST. PAUL, Min. (MNN) -  More than half of Minnesota's counties are under a state of emergency today after a declaration by Governor Mark Dayton for 46 counties that face threats from cresting rivers.  The official order directs Minnesota National Guard personnel to prepare for flooding and to provide emergency relief services where needed.  The Minnesota National Guard has been activated in northwestern Minnesota, and members should be arriving soon in Moorhead and Clay County to assist in the flood fight along the Red River.  Sheriff Bill Bergquist says the soldiers will have three quick response teams and will be patrolling the levees in  Moorhead, Georgetown and Oakport.
