(St. Paul, MN)  --  It's day-two in the latest visit by federal emergency officials in Wabasha County.  Residents in the cities of Zumbro Falls and Hammond were allowed back in their flooded out homes late Monday to retrieve some belongings.  Damage assessments by FEMA continue today and the Red Cross remains on the scene, so far helping about three-thousand people in the worst-hit areas of southeastern Minnesota.
