(St. Paul, MN)  --  The city of St. Paul is now officially inviting proposals for an event to replace the traditional "Taste of Minnesota" festival over the Fourth of July weekend.  Organizers of last summer's event were told weeks ago they would not be back on Harriet Island since they still owe tens-of thousands of dollars to the city. Officials say they're looking for a qualified producer with "the proven ability to handle a successful public event that may have as many as 45-thousand attendees per day."  Written proposals are due by November 17th.
