Election officials begin a hand recount today of two-point-one-million ballots cast in the Minnesota governor's race.  Secretary of State Mark Ritchie says -- in one place in every Minnesota county, election officials will review each paper ballot, with a representative from the Emmer campaign and from the Dayton campaign looking over their shoulder.  Citizen groups will also be observing.  Local officials must finish recounting ballots by December 7th and then the State Canvassing Board reviews the results and certifies them by December 14th.
