(St. Paul, MN)  --  Democrats in the Minnesota House and Senate are proposing an income tax increase on the wealthiest Minnesotans to help balance the state budget.  The plan would set up a new fourth bracket for the income tax, which Democrats say would raise over 400 million dollars in the current biennium.  They want to use the money to, as they put it, repay the debt owed Minnesota school districts due to delays in state aid payments that were previously approved.  It's very likely the current proposal will be vetoed by Governor Pawlenty.  There's less than a week remaining in the legislative session.
