(Undated)  --  A new law takes effect today in Minnesota making it illegal for a minor to get a tattoo.  Jeff Huntsinger, who owns Jeff's Tattoo in St. Cloud, says it will likely mean more kids will turn to amateurs instead, leading to "kids getting tattoos in someone's garage or basement."  He says the new law will only affect licensed tattoo artists because it will be hard to enforce the shops that are already running illegally.  Huntsinger says before the law changed, he would require a parent be present with their child when they got their tattoo.
