(St. Paul, MN)  --  Minnesota's budget commissioner says the state is in danger of running a negative cash balance, and may need to delay state payments to school districts.  Commissioner Tom Hanson says state law requires his department to keep at least 400-million dollars in cash reserves at all times but the state's budget crisis has the department on track to drop below that mark in March and in April have a negative cash balance.  Hanson is asking lawmakers to authorize his department to borrow up to 550-million dollars he says, as a precaution.
