(Undated) -- Minnesota is still struggling with a rising home foreclosure rate. New figures show the state ended 2009 with discouraging numbers. RealtyTrac's Daren Blomquist  says if you look at all of 2009 versus 2008 the state as a whole saw an increase of 56-percent in foreclosure activity. He says there were 31-thousand-697 properties that received a foreclosure filing. Blomquist says Minnesota's December foreclosure rate dropped three-percent from November but November had an unusually high number of filings.
