(St. Paul, MN) -- December 2009 is in the record books as a month that started warm and finished cold and snowy. Climatologist Pete Boulay says December temperatures averaged below normal and precipitation was above normal, thanks mostly to the four-day Christmas storm. Boulay says this was the third December in a row where statewide temperatures finished below normal. Of the three, December 2009 was the "warmest."
