(Washington, D.C.)  --  The bureaucratic red tape has been cut and the way has been cleared for overdue payments to Minnesota soldiers.  At issue is about ten-million dollars in delayed payments to 25-hundred soldiers stationed overseas beyond their normal rotation between January 19th and August 18th of 2007.  Members of Minnesota's congressional delegation asked the White House chief of staff to directly address the issue with the Pentagon.  Yesterday, a top official in the Secretary of the Army's office issued guidance for processing the payments.
