(St. Paul, MN) -- The Minnesota House on Monday night passed a billion-dollar-plus bonding bill for state construction projects after Democrats agreed to Governor Pawlenty's demand that they include money to expand the state sex offender treatment facility in Moose Lake. Republicans object because Democrats added in the 89-million-dollar item without reducing spending on other projects.  Democrats say other bonding projects will prop up Minnesota's sagging construction industry.  Analysts think Governor Pawlenty will likely to use the line-item veto to bring the bill down to the size he wants, rather than taking the whole package down.
