(St. Paul, MN)  --  State lawmakers are heading back to the Minnesota Capitol for the 2010 legislative session which begins Thursday, and one of their main tasks will be a bonding bill for state public works projects.  Democrats are talking about a billion-dollar package to beef-up construction jobs in particular.  But Republicans say those jobs will only be temporary, and a better way is to improve the state's business climate through tax breaks and less regulation.
