At a Washington, DC press conference, Census Bureau Director Robert Groves said eight states will gain seats as a result of the 2010 population count, they are Arizona, Florida, Georgia, Nevada, South Carolina, Texas, Utah and Washington.  As he summarized the results of census, Groves mentioned Iowa, Louisiana, Massachusetts, Michigan, Missouri, New Jersey, New York, Ohio and Pennsylvania as the states that will lose seats in the U.S. House.  After the results of the count were released today, Minnesota will hang on to its 8 congressional seats.  The Census measures population changes and density in the United States and is key in allocating billions of dollars in spending.  The Census Bureau is required by law to reveal the results of the count to the President by December 31st.  Commerce Secretary Gary Locke said he delivered the results to Obama this morning.  Locke noted the project was completed on time and under budget and expressed thanks to citizens who participated in the count.
